AA bans exit from Rakhine for those avoiding military service

The United League of Arakan (ULA/AA) announced on May 22 that those attempting to flee conflict-affected areas of Rakhine State to avoid military service will not be allowed to leave the region until the military situation stabilizes.
Due to the AA's National Defense Emergency Provision (NDEP) mandating military service for all women aged 18 to 25 and all men aged 18 to 45, many young people who do not wish to serve are reportedly fleeing to the other regions.
The AA said that except for patients with serious illnesses that cannot be treated by the AA’s health department and those who are in danger of dying, those covered by the NDEP issued on March 18 will not be allowed to travel and will be prohibited until the end of the emergency period caused by the current fighting.
Additionally, the AA has stated that individuals who attempt to transport people out of the region by road or water for money will face legal action under existing laws. The statement also warns traders including those dealing in essential food supplies, cattle traders, and cattle rental operators not to engage in transporting people or taking fees to help them flee.
The restrictions aim to prevent Rakhine civilians from stepping on landmines laid by the Tatmadaw during urban battles, from being forcibly conscripted by the Tatmadaw, from becoming victims of human trafficking during escapes, and from being caught between the fighting forces. The statement also notes that the measures are intended to protect individuals carrying the Rakhine National Registration Card (NRC) from arrest, extortion, arbitrary detention on various charges, or enforced disappear ances.
In addition, the AA said it would announce the date when the state of emergency will be lifted.
“We are carrying out limited operations to seize the remaining towns and cities, with the aim of bringing the entire Arakan region under the control of the Arakan people,” the AA said in a statement.
Of the 17 towns in Rakhine State, 14 are under the control of the Arakan Army (AA) and are implementing administrative operations, while fighting continues in the remaining towns of Sittwe, Munaung and Kyaukphyu. –
