The Union Election Commission (UEC) has announced that domestic and international election observers can apply to observe the upcoming general election from September 16 until December 5, 2025.
Domestic election observers who wish to observe the multi-party democratic general election, which will be held in phases starting on December 28, 2025, can apply for election observation permission at the UEC and the relevant election commissions in the region/state, district, and township they wish to observe, starting September 16 and ending December 5, 2025, the UEC announced.
On September 16, 2025, the UEC announced the Code of Conduct and the procedures to be followed by local election observers through Notification No. (68/2025) and Notification No. (69/2025) respectively. These notifications can be viewed and downloaded from the official website of the UEC, https://www.uec.gov.mm.
In addition, the UEC has stated that it will allow representatives of relevant countries and international organizations to observe the multi-party democratic general election as international election observers, either by sending direct invitations to them or by inviting representatives of foreign embassies, consulates and permanent missions that have diplomatic relations with the government through the Ministry of Foreign Affairs.
Senior General Min Aung Hlaing has already invited international observers, especially during his visits to foreign countries.
According to reports, he told the media after talks with Belarusian President Lukashenko in Minsk on 7 March: “We invite Belarusian representatives to take part in the observation of the next election campaign in Myanmar.”
Observers from Russia, China, Belarus, and other countries are also expected to come and observe the Myanmar election.
