The election must be held without any hindrances, with comprehensive security measures ensuring political party members and candidates can safely conduct their campaigns from canvassing through voting day, declared Senior General Min Aung Hlaing, Chairman of the State Security and Peace Commission (SSPC).
Speaking at the SSPC meeting convened on August 12, the Senior General made the aforesaid statement.
The Senior General emphasized that the upcoming election would be free and fair, and free from fraud. Myanmar has invested substantially in electronic voting machines to prevent manipulation, and no form of fraud will be tolerated. The Chairman stressed that necessary protection measures must be implemented to ensure the safety of political party members and candidates from the start of the campaign period through election day.
The SSPC Chairman said that arrangements must be made so that political parties participating in the upcoming election can carry out their campaign activities. This includes facilitating the establishment of party offices, enabling eligible individuals to join parties, and ensuring that individuals do not join two or more parties. Relevant organizations must strictly scrutinize and monitor these matters. He also stated that the qualifications of Hluttaw candidates must undergo systematic review. Furthermore, during campaigning, the authorities must arrange for the safety of candidates. Within the designated time period, security measures must be taken in each township to guarantee that voters can safely cast their ballots.
In addition, the Chairman expressed particular concern regarding anticipated escalation in violence against civil servants and civilians under false accusations of being “dalan” (informants) during the election period. He called for effective prevention and protection measures, emphasizing that perpetrators of such acts must be swiftly identified and brought to justice. These incidents constitute serious violations threatening public security and require prompt, effective prosecution, he added.
The election must be held as soon as possible, and the 2024 census, which is part of the preparatory work to ensure the accuracy of the voter lists, has been accomplished to a certain extent. In order to successfully hold the election, the Union Election Commission has undergone reorganization, with constituency-specific data collection and regional security assessments already conducted, the Chairman said.
Additionally, the Chairman stated that the purpose of holding elections is to convene and establish respective Hluttaws, which then allocate responsibilities to the president, vice presidents, administrative organizations, and union-level organizations appointed by the president. Therefore, it is crucial to hold elections in strict compliance with legal frameworks.
The SSPC Chairman warned that domestic and foreign entities may attempt to carry out sabotage activities to prevent the election from taking place. They may use various methods to undermine its success. He added that while some international partners may hold positive views on and support Myanmar's multi-party democratic general elections, there may also be others that will criticize the process. –
