According to information obtained from the medical community, healthcare officers are likely to be the largest group of people applying to be removed from the civil service blacklist.
Since February 2021, some government employees have been blacklisted by their respective departments for leaving their workplace without permission under various conditions.
Some employees reportedly had to live in hiding for fear of being blacklisted.
The government has issued two announcements to remove them from the blacklist, on July 12, 2024 and January 31, 2026.
A doctor said that many health workers are among those who have applied to have their names removed from the blacklists since the announcement.
“Removal from blacklists is to allow people to work freely outside. Some come to release from the lists. There are many people who come to our department to apply. Our profession needs licenses. If a health worker is being blacklisted, he can’t get the medical license. That’s the situation. Another thing is that pharmacists and other professionals need relevant certificates. If you are blacklisted, you can’t have them. There are many of them in our department. They need this removal to survive,” a doctor told The Statesman.
Another doctor said that most of the health workers who applied to be de-blacklisted intend to provide medical care at external clinics rather than return to government departments.
"After the blacklists are canceled, their medical licenses will be reissued. Those who want to return to work as government employees are allowed, and those who want to open clinics outside are also allowed. However, most of them will not return to government work and will work at external clinics," he said.
However, a government official said that employees from some departments are still hesitant to apply due to concerns, even though they have been told that their names will be removed from the blacklist.
"They didn't come when we first called them, and they haven't come back yet after the second time either. I think they're still worried. We want them to come back. Although we can contact them, some are still hesitant to come back," he said.
It is reported that relevant departments must first obtain the opinion of the Ministry of Home Affairs before removing names from the blacklist.
However, those with other criminal cases will be able to apply to be removed from the blacklist only after their criminal cases are resolved legally.
The National Defense and Security Council announced in a statement that after screening those who contacted the authorities to apply for exemption, employees who have no criminal record and those who have been convicted and completed their sentence will be exempted from the blacklist.
